Annual Meeting Dresden Square HOA
Conversion – 3300 NE expressway, 30341
There were 20 homeowners present including 10 written proxies. In accordance with by-laws: 21 homeowners and or proxies in total required for a quorum. The meeting commenced.
Article II, Section 4: In accordance with this section: notice of this meeting was provided to the last known mailing address on record for each property owner. Mailing date of 10/24/05 was in compliance with the required 10 days of minimum notice of mailing date. A hand-delivered notice of meet was delivered on Tuesday, November 8, 2005 to each unit.
d) Reading of the Minutes from 2004 meeting
It was moved (Sal Ferrara), seconded (Diane Drew) and unanimously approved by the membership to waive the reading of the 2004 meeting minutes.
Lorri prepared, distributed and reviewed 2005/2006 budget handouts to attending members.
The profit and loss statement summary for this year includes total revenue of $22,095.00; total expenses of $20,697.52, a net income for the board year from Nov 2004-Nov 2005 of $1,397.48.
The proposed budget for the board year of Nov 2005 – Nov 2006 includes projected total revenue of $21,800.00 and projected total expenses of $21,513.00; nets projected income of $287.00 for the upcoming year.
It was moved (Sal Ferrara), seconded (Diane Drew) and unanimously approved by the membership that the budget for the next board year be passed.
Amendment was passed allowing the DSHA Covenants and By-Laws to renew automatically every ten (10) years.
Director’s and Officer’s Liability Insurance coverage was secured to cover the board members from lawsuits and it also covers the common area amenities if they are damaged (brick at front and light poles).
Architectural Review: The sprinklers that water the front of the neighborhood are damaged and leaking. DSHA has a contract with the sprinkler repair company to inspect the sprinklers bi-annually. The sprinklers will need to be winterized and repaired.
Lorri Banker will continue as treasurer.
Sal Ferrara nominated John Douglass for president, Shelley Trotter nominated Jeff Ellison for vice-president, and for secretary, Jeff Ellison nominated Russ Pena (not present) and Denise Provide nominated Lynn Speir. Lynn Speir was elected twenty-nine (29) to one (1).
The following slate was presented by Jeff Ellixson, Denise Procida made the motion, Diane Drew seconded it, and all present were unanimously in favor:

h) Unfinished business:
1. Parking Issues
Due to some issues with parked cars blocking other homeowner’s driveways, the Board DOES have the right to tow these vehicles if they are blocking another homeowner’s driveway. They can also be towed if they are blocking the mailboxes. Please make your guests aware of this so as to avoid inconveniencing your fellow homeowners. It was also noted that parking near the front entrance is dangerous and that some 'almost accidents' had occurred as a result of people parking near the entry brick signs.
2. Mailboxes
Deteriorating mailboxes were discussed. Votes were cast back in February for the color of the mailbox. The color selection was determined by the voting to be hunter green. Mailboxes were not installed since there was not adequate funding the budget to pay for the installation.
A motion was made by Denise Procida and was seconded by Peter Goodrich to have the mailboxes and the mailbox supports replaced this spring in same locations for a cost within the range of $100.00 to $125.00. The final cost will be determined and homeowners will have 3 months to pay the fee. The payment can be made in installments as long as the final installment is received within the allotted time frame. A fine may be assessed to homeowners if the fee is not paid by the required date. The motion was passed twenty-nine (29) to one (1). The Architectural committee will follow up with getting quotes, determining the final cost and setting a payment deadline.
i) New Business:
1. New Homeowners Welcome!

2. Rental Waiting List
There are currently three (3) units rented. The by-laws allow 10% of units (or 4 units) to be rented at one time. There is a waiting list for the fourth rental spot and each person is given a 90-day window to rent his/her home. Once this window has passed, the next person on the list is notified. There are currently four (4) homeowners on the rental waiting list.
3. Polybutylene piping.
Most, if not all of the homes were built with polybutylene piping below grade (embedded in the cement at ground level). This blue pipe will corrode over time causing failure to bursting. These pipes are about to the end of their expected life span and need to be replaced. Most homes have this type of pipe from the main water meter in the street to the inside of the home under the stair or where the main water enters into the home. Several units have had them replaced prior to damage and others have had the misfortune of having the pipes burst before a problem was discovered. There were several lawsuits against the manufacturers of the piping but it appears that the time frame for compensation has expired on our homes. It was suggested unit owners review further the type of piping and what it takes to replace it at www.deltamechanical.com/polybutylene. The board is not endorsing the use of this company, but the website gives a good overview of what needs to be retrofitted. When deciding on a company it is a good idea to make sure they have insurance and will warranty the work as well.
4. Website
It was discussed that a list of home repair companies, handyman and general products that homeowners in the community have had success with be developed and added to the DSHA website. This will be particularly useful fort he piping so we can also post repair costs and techniques. Lynn Speir used Northside Plumbing to repair her pipes and was pleased with their work. John Douglass has agreed to work on the website and incorporate some of this information.
5. Lawn Maintenance
It was discussed that the pine straw was not put on all the homes. Certain homes requested this due to allergies. In the past the community worked one day of the weekend filling in the pine straw, but due to lack of community involvement, the landscape company now does it. You can notify the architectural chair or a board member if you have any comments or concerns about the pine straw or other landscape issues.
6. Front Doors
It was discussed front doors with more glass be presented as an option for the community to select from if they would like to have a glass front door. This item was not voted on at this time but will be reviewed by the architectural committee.
7. Pet Issues
It has been noted that certain areas within the community are used for dog walking and other related activities. All land in the community is owned by individual homeowners so please me respectful of this and make sure you pick up after you pet!
8. Architectural Committee Approval
As a reminder please make sure you have any outside renovation work approved by the architectural committee. The forms are available from the architectural committee or the secretary. You can e-mail the board for a PDF of the form at www.dresdensquareha@hotmail.com
It was moved and seconded with a unanimous decision to adjourn the 2005 annual Dresden Square HOA meeting at 8:20pm.

I hope that this finds each and every one of you enjoying a great start to 2006!
It was a pleasure to serve on the 2005 Board and I look forward to working with John, Laurie, Lynn and other homeowners who expressed an interest in making Dresden Square the type of community that makes us proud to call home.
Much thanks to Brent and Denise for their work on the Board in 2005. They both assisted a great deal. We all wish Denise and Brian the best in the future sale of their home and let them know they will be missed as an integral part of this community and Board.
Brent was instrumental in obtaining quotes, working with the landscapers and sprinkler systems. Brent also assisted many of us that needed to make home improvements by items being approved by the Architectural Committee. We welcome Brent to continue on the Board, along with Cynthia Wallace, as part of the Architectural Committee. This team will help ensure we have an amazing looking neighborhood to call home.
Please welcome John Douglass with open arms as he takes over the position as DSHA President for 2006. John will be a great addition to the Board as our new President along with his work on our website and other new items that may arise.

Some might say I'm a
long way from home having grown up in the little
town of Lumberton
located in south central Mississippi. Luckily I found
a new home
here in the Dresden Square community. I've been a homeowner
since
August 2004 and will do my best to keep things running smoothly.
Professionally I work for Georgia Tech developing security
technologies
